DESCRIPTION

Member of the Contracts team with dual responsibilities as Small Business Liaison Officer (SBLO) and contracts administrator for Company. In this role, individual has sole responsibility for overall management of the corporate small business subcontracting plan as well as responsibility to work with senior contracts personnel in administration of all customer, subcontractor, vendor and strategic partner contracts.

  • Assist senior contract individuals with cradle to grave contract administration from RFP review and proposal assistance to daily contract administration and contract close-out.
  • Review, evaluate and negotiate terms and conditions of RFPs, RFQs, vendor contracts, and contracts with Federal, State and Local customers to insure compliance with FAR, other applicable law and company corporate policies and guidelines.
  • Work with senior contracts staff to develop and present risk mitigation strategy/plan to senior decision-makers.
  • Responsible for contractually processing complimentary vendors through the entire contract life-cycle.
  • Prepare and/or review Representations and Certifications, and Non-Disclosure, Teaming, Consultant and Subcontractor Agreements.
  • Responsible for preparation and submission of contract vehicle compliance reports, including sales and fee reports.
  • Enter contract information and other data into contracts system; locate contract information for customers, staff, vendors and others.
  • Update and track a variety of electronic and paper files, records, and related documents.
  • Prepare letters, electronic correspondence and other documentation required for successful contract administration.
  • Maintain file integrity and confidentiality by adhering to organizational policies and best practices.
  • Review, prepare and monitor the corporate Small Business Subcontracting Plan requirements, including preparation and analysis of monthly metric reporting, conducting annual and periodic training for internal staff as required by statutory requirements.
  • Prepare semi-annual government SF295, annual plan and other reports, as required, and assist in compliance reviews with the Small Business Administration and other oversight agencies.
  • Responsible for development of the corporate small business advocacy program and establishing and monitoring all small business outreach efforts.

 

 
REQUIREMENTS
  • Must have working knowledge of the FAR, DFAR, FAR/DFAR supplements and GSA regulations and experience with standard concepts, practices, and procedures relating to Federal Government contracting, in particular Commercial Item Contracting.
  • Undergraduate degree with a business management related focus; prefer successful completion of courses in contract administration (as offered by college or reputable training centers).
  • Minimum five to eight years contract administration industry experience.
  • Preferred working knowledge of Small Business Administration rules and regulations concerning small business subcontract plan administration and compliance.
  • Must be organized, detail oriented and demonstrate strong time management skills and be able to coordinate and prioritize multiple projects and assignments with limited supervision in a fast paced deadline environment.
  • Must be able to adapt to changing work efforts and manage impact of shifting priorities.
  • Must have excellent written and verbal communication skills.
  • Must have ability to develop and maintain professional relationships with peers, vendors and customers, and contribute to a professional work environment by demonstrating integrity, promoting teamwork, and fostering positive communication.
  • Proficiency in database administration and use of spreadsheet software required, particularly MS Office applications including EXCEL, Word, Power Point and Access.
